The 20th ceremony of the Golden Thumb Award dedicated to recognizing outstanding achievements in the field of private sector participation in public construction projects and organized by Taiwan’s Ministry of Finance was held on November 18, 2022 at the Taipei International Convention Center and was attended by Taiwan’s Executive Yuan Premier Mr. Su Tseng-chang and the Minister of Finance Mr. Su Jain-rong. Privileged to be among this year’s winners, CECI was represented by Chairman Dr. Shih Yi-Fang, who conveyed CECI’s deep appreciation of this considerable token of recognition both from Taiwan’s government and its business community alike. “With the highest number of entries over the past 6 years, being selected among this year’s nominees is a particular honor for us. CECI is committed to continuing its best efforts for the benefit of Taiwan and its public”, added Dr. Shih.
The first of the two projects with CECI’s participation recognized by this year’s Golden Thumb Award is the New Taipei City Tucheng Hospital Build-Operate-Transfer Project, which signifies another important step forward in introducing private sector investment and technology to Taiwan’s municipal medical care, further boosting its quality and efficiency, and making it more accessible for local residents. Faced with such challenges as complexities and difficulties in acquiring an operations base, the client – the Department of Health, New Taipei City Government – relied on CECI for early-stage investment solicitation and contract performance management advice.
The other project – distinguished with an Honorable Mention Award – is the Neihu Technology Park Industrial Supporting Facilities Build, Operate and Transfer Project – where CECI was commissioned by Taipei City Government to act as a performance management consultant to ensure successful achievement of the goals of promoting regional development and accelerating the growth of new industries.
Receiving the trophies, CECI Chairman Shih Yi-Fang stressed the company’s continuous determination to promoting private participation in Taiwan’s public construction. For over 20 years, CECI has been working with numerous government agencies and private sector partners and has accumulated a portfolio with more projects than any other consulting firm in Taiwan. And being the only consultant at this year’s ceremony to receive not one but two Golden Thumb Awards is a fine reflection of these efforts.
