CECI has once again been recognized with the Golden Thumb Award this year

The Ministry of Finance hosted the prestigious 22nd Golden Thumb Awards for Private Participation in Infrastructure Projects Awards Presentation Ceremony on November 29, 2024. The Secretary-General of the Executive Yuan, Kung Ming-hsin, attended the ceremony to present the awards, recognizing the contributions of the winning teams to public infrastructure development. CECI was awarded the Excellent Award in the Government Team category for its role as the operations performance management consultant in the Hsinchu City Children's Hospital Build, Operation, and Transfer (BOT) project. The award was accepted by Chairman Dr. Shih Yi-Fang, who led the team.


The Hsinchu City Children's Hospital BOT project is the first of its kind in Taiwan for a children's hospital under the BOT model. It encourages private institutions to obtain the Baby Friendly certification from the Ministry of Health and Welfare's National Health Bureau, aiming to optimize the maternal and child health promotion system. The hospital provides comprehensive services, including outpatient, emergency, and inpatient care. With a total of 25 outpatient departments, it offers services such as early intervention, high-risk pregnancy departments, pregnancy assessment centers, and 24-hour newborn care, all focused on creating a dedicated children's hospital.


The Hsinchu City Mackay Children's Hospital BOT project was the first project from Hsinchu City to enter the Golden Thumb Award competition and it is highly commendable that it won the Award on its first attempt. CECI assisted the Hsinchu City Health Bureau in preparing for the competition, and was awarded the Excellent Award in the Government Team category. From construction to formal operation, the project faced various challenges at each stage and successfully overcame many obstacles. CECI continued to assist and support the Hsinchu City Government in overseeing the Mackay Children's Hospital BOT project. Over the past year of operation, the hospital has expanded its specialized outpatient departments from 10 to 25, offering more precise medical services to the public. It has also opened a 24-hour pediatric emergency department and increased inpatient beds to 220.


The excellent results in the Golden Thumb Award reflect the company’s dedication to expanding pediatric medical care services in the Hsinchu area, showcasing the public-private cooperation spirit and the benefits of private sector involvement in public infrastructure projects. CECI aims to continue striving for excellence, assisting central and local governments in promoting high-quality public infrastructure, planning better public services for the people, increasing corporate investment willingness, and promoting the mutual prosperity and coexistence of community economies.
